Manitoba (Manitoba), also known as Manitoba, referred to as Manitoba. The province is located in central Canada, bordering Ontario to the east, the United States to the south, and Saskatchewan to the west. A large province in central and southern Canada, it is known as the “Sun Capital of Canada”.

The Manitoba Provincial Nominee Program (MPNP) seeks skills with the intention and ability to settle in Manitoba and build the province’s economy. Workers, business owners and their families become permanent residents of Manitoba.
Manitoba Immigration has announced that, as of January 2018, the Manitoba Nominee Immigration Policy has been updated to include a list of in-demand occupations affecting the Manitoba Skilled Worker Category, the Overseas Skilled Worker Category and the International Student Category. The application for the policy is still valid.
Manitoba Skilled Immigration Overseas Category (SWO)
he Manitoba Skilled Migrant Offshore category does not require Manitoba work experience, but requires the ability to demonstrate ties to Manitoba through:
- A relative or friend in Manitoba;
- Manitoba study or work experience;
- Receive invitations to apply directly from MPNP as part of a strategic recruitment initiative.
- In addition, applicants also need to meet the 60-point scoring standard for the overseas category of skilled immigrants in Manitoba, and then enter the EOI of Manitoba to recalculate the points. MPNP will invite candidates based on their scores.

Manitoba Provincial Nominee Immigration Program SWO Manitoba EE Category
This category is for applicants whose occupations are on the Manitoba Shortage Occupation List, with relevant skills, training and work experience, and who have close family ties in Manitoba. In addition to meeting the MPNP application requirements, applicants must also meet federal EE requirements.
Application Requirements
- Register EE: Register EE and merge it into the pool, which can provide a valid EE ID and Job Seeker Validation Code;

Manitoba Provincial Nominee Immigration Program SWO Manitoba Human Resources Category
This category is suitable for overseas skilled worker applicants with relevant skills, training and work experience whose occupation is on the Manitoba Shortage Occupation List.
Application Requirements
- Work experience:
- Applicants must have at least six months of full-time work experience to receive EOI and assessment scores;
- The applicant’s occupation must be on the Manitoba Shortage Occupation List;
- Applicants must submit a complete career plan;
- Language skill level:
- A regulated occupation with at least CLB/NCLC 7;
- Compulsory certification industry at least reach CLB/NCLC 6;
- A minimum of CLB/NCLC 5 in all other NOC 0, A, B occupations.
- Bonus points are also available for the second language reaching CLB/NCLC 5;
- Education:
- Applicants must have completed at least one post-secondary qualification (Canadian equivalent) of at least one year;
- The applicant works in an occupation requiring licensure or certification and must apply to a regulatory body for a qualification or skills assessment, or pass an examination by a regulatory body;
- Adaptability:
- The applicant must demonstrate the ability and desire to live in Manitoba; and
- The applicant must be sponsored by a relative who has lived in Manitoba for at least one year; or
- The applicant has completed post-secondary education in Manitoba in the past five years; or
- The applicant has Manitoba work experience in the past five years; or
- The applicant holds a valid invitation issued by the MPNP;
- The applicant’s spouse/common-law partner has a bachelor’s degree and the language reaches CLB/NCLC 5 and can also get adaptability bonus points;
- Age: no less than 18 years old when submitting the application, there is no maximum age limit, but no extra points will be awarded if you are over 45 years old;
- Funding for Settlement: Applicants must demonstrate the minimum financial requirements for household expenses for a period of six months.
Manitoba Skilled Immigration Category (SWM)
The Manitoba Land Skilled Class is an employer-driven class immigration program based on the needs of local employers. The MPNP selects internationally educated and experienced workers with the skills needed in the local job market and nominates them for a Canada permanent residence visa that will enable them to settle and work in Manitoba.
This category is for applicants who have continued employment and appropriate skills, education and training, work experience and proficiency in an official language and who are connected to the province through continued employment in Manitoba and are therefore eligible to apply to Manitoba Provincial nomination. Applicants include temporary foreign workers in Manitoba, graduates studying in Manitoba and graduates studying in other Canadian provinces and territories.
Continuing employment in Manitoba is when a Manitoba company has completed work as a temporary foreign worker or international student. , full-time positions are available after at least six (consecutive) full-time positions.
This category does not have to meet Manitoba eligibility criteria, only pass and fail.
Temporary Foreign Worker Application Requirements
- Applicants holding a valid work permit must have worked full-time for a Manitoba employer for at least six months, and applicants who are graduates from other Canadian provinces must have worked full-time for a Manitoba employer for at least one year;
- hold a long-term job offer from the employer;
- Possess all qualifications required for the job position, including training/education and required licenses or certifications;
- Possess English or French proficiency to meet the requirements of the job position;
- The applicant has a more established continuum through employment with Manitoba than in other provinces;
- Indicate in the settlement plan that the applicant intends to live, work and build a work and family life in Manitoba as a permanent resident.
Note: Persons working in Manitoba exempted from work visas cannot apply for this category (e.g. religious personnel); skilled workers applying on the basis of continuing employment in Manitoba must still provide documentation of settlement funds in their own name, but MPNP The applicant’s current income will be considered, so the $10,000 settling fund for general advice may not be required.
International Student Application Requirements
- The applicant has received authorized education or training (other than language courses) at a public or registered private vocational or post-secondary institution in Manitoba;
- The applicant’s coursework in Manitoba is a full-time academic/vocational course of at least one year;
- The applicant has completed their studies and obtained a diploma, degree or certificate;
- Hold a valid graduate work visa and have worked for a Manitoba employer with a long-term job offer for at least six consecutive months
- Applicants have stronger ties to Manitoba through employment than in other provinces;
- Demonstrate in the settlement plan that the applicant intends to live, work and build a work and family life in Manitoba as a permanent resident;
- Possess English or French proficiency to meet the job position requirements (C or D jobs require at least CLB 4 proficiency in English or French).
New Deal for the Domestic Category of Skilled Immigrants in Manitoba

This category is applicable to applicants who are currently working in Manitoba on a temporary work permit, including temporary foreign workers, international students who have graduated from other Canadian provinces, or Manitoba graduates whose jobs are not on the Manitoba Shortage Occupation List.

- Manitoba Work Experience:
- The temporary foreign worker has been in Manitoba for at least 6 months in a job on the Manitoba Shortage Occupation List;
- International students who graduated from Manitoba must work in Manitoba for at least 6 months on the Manitoba Demand Occupation List, and the work does not need to be related to the major they are studying;
- International students who graduated from other provinces in Canada need to work in Manitoba for at least 12 months on the Manitoba shortage occupation list, and the occupation does not need to be related to the major;
- The temporary foreign worker has been employed in Manitoba for at least 12 months in a job that is not on the Manitoba Shortage Occupation List;
- Manitoba graduates who have worked in Manitoba for at least 12 months in a job that is not on the Manitoba Demand Occupation List;
- Additional work requirements:
- The applicant must be living or working in Manitoba at the time of submitting the application; Applicants need to hold a long-term full-time job offer that meets Manitoba’s work and salary standards; The applicant’s working conditions are consistent with those of a Canadian citizen or permanent resident, and; The applicant’s employment must not be home-based, part-time, temporary, seasonal or commission-based;

Manitoba Provincial Nominee Program SWM Employer Recruitment Category
This category is for applicants who have been interviewed by the MPNP and qualified employers outside of Canada and have received an invitation from the MPNP.
Application Requirements
- Work experience:
- The applicant has at least 2 years of relevant work experience in the recruiting occupation in the past 5 years, or other relevant work experience recognized by the employer, or;
- More than 2 years of relevant work experience recognized by the employer;
- Additional job requirements/job offer requirements:
- Applicants need to hold a long-term full-time job offer that meets Manitoba’s work and salary standards;
- The employer has a registered business enterprise in Manitoba and has been operating for at least three years;
- The applicant’s working conditions are consistent with those of a Canadian citizen or permanent resident, and;
- The applicant’s employment must not be home-based, part-time, temporary, seasonal or commission-based;
- Language skill level:
- A regulated occupation with at least CLB/NCLC 7;
- Compulsory certification industry at least reach CLB/NCLC 6;
- A regulated occupation with at least CLB/NCLC 7;
- Semi-skilled workers (NOC C or D) occupations where the employer has committed to provide working language training at least CLB/NCLC 4;
- Adaptability: Applicants need to demonstrate the ability and willingness to live in Manitoba;
- Age: 21-45 years old;
- Education:
- Applicants must have post-secondary or training experience relevant to the recruiting occupation or recognized by the employer;
- The applicant is in an occupation requiring licensure or certification and must apply to a regulatory body for a qualification or skills assessment, or pass an examination by a regulatory body;
- If the applicant is in a NOC C or D occupation, the MPNP may not require the applicant to have post-secondary experience, provided that the applicant has the vocational training required by the employer or NOC description.
- Employer Qualifications: Employers must meet strategic recruiting qualifications.
The new International Education Stream (IES), a new category for international students in Manitoba, aims to provide a faster nomination pathway for international students graduating from Manitoba, which is not available for international students graduating from other Canadian provinces.
The Manitoba International Student Category (IES) is divided into three pathways:
- Career Employment Pathway
- Graduate Internship Pathway
- Student Entrepreneur Pathway
Manitoba Provincial Nominee Program IES Occupational Employment Category
The Occupational Employment Category for International Students in Manitoba provides a faster nomination pathway for post-secondary international students who graduate from Manitoba. This category requires applicants to have a long-term job in Manitoba, and the position is on the Manitoba Shortage Occupation List, and the occupation is related to the major.
Manitoba International Students Occupational Employment Category Application Requirements
- Education: Applicants graduated from a designated higher education institution within the past three years (at least one-year, two-semester full-time program);
- Language level: at least CLB/NCLC 7 (or equivalent);
- Current Manitoba job: The applicant must hold a full-time job offer from a current qualified Manitoba employer, with a contract period of at least one year, the position is on the Manitoba Shortage Occupation List, and is related to the training completed by the applicant. During the application process , the applicant must be working full-time in Manitoba;
- The MPNP may impose course or occupational restrictions;
- Manitoba degree program graduates only need to obtain an in-demand occupation 0, A or B job offer to be considered eligible.
- Settlement funds:
- Applicants must demonstrate six months of independent financial resources to meet the minimum income requirement; or
- The applicant has secured permanent full-time employment in Manitoba.
- Adaptability:
- Applicants must be resident in Manitoba at the time of filing
- Applicants may indicate their intention to continue living in Manitoba after nomination by submitting a future career development plan.

Manitoba Provincial Nominee Immigration Program IES International Students Internship
The internship category for international students with master’s and doctoral degrees in Manitoba provides a faster nomination channel for master’s and doctoral students in Manitoba. These master’s and doctoral students promote industrial innovation in Manitoba through internships and complete Mitacs in Manitoba (Mitacs is a national non-profit Organizations, build partnerships between universities and businesses, and receive event funding from the Manitoba government) accelerated or enhanced internships supported by graduate students can apply for Manitoba provincial nomination after graduation without a job offer.
Manitoba’s application requirements for the internship category
- Education: Completion of a master’s or doctoral degree program in Manitoba in the past three years;
- Language: at least CLB 7 (or equivalent);

Manitoba Provincial Nominee Program IES International Student Entrepreneur Category
The Manitoba International Student Entrepreneur Category offers up to 20 international Manitoba students each year the opportunity to immigrate by business rather than work, and will be nominated for permanent residence once applicants meet the conditions of their business performance agreement.
Manitoba International Student Entrepreneur Category Application Requirements
- Business experience:
- A business plan must be submitted as part of the MPNP application;
- Applicants must hold a valid temporary work permit as a senior manager to participate in day-to-day business operations in Manitoba at least 6 months prior to being nominated, and meet the requirements of the Business Performance Agreement (BPA);
- Hold at least 51% of the company’s equity;
- Language: At least CLB 7 (IELTS for Category A accepted, only for this category)
- Education:
- Completion of at least two academic years of full-time post-secondary study in Manitoba (not distance education or short-term intensive courses);
- Study, work, or business experience outside of Canada is deemed beneficial but does not meet eligibility requirements;
- Age: 21-35 years old;
- Adaptability:
- hold a valid open work permit or graduate work permit at the time of submitting the application;
- continue to reside in Manitoba after graduation, and;
- Indicate your intention to continue living in Manitoba after being nominated;
- Net Worth / Settlement Funds:
- No deposit required;
- A minimum net worth is not an application requirement, but the net worth or source of assets will be considered a factor in assessing the applicant’s potential to successfully execute their business plan;
- Applicants must demonstrate a 12-month independent source of funds to meet the minimum income requirement;
- The applicant’s net worth will be verified by an MPNP-approved third-party agency, and the verification report must be submitted to the MNPN along with the application within 120 days of receipt of the LAA;
- Business Performance Agreement: After the application is approved, the MPNP will send the applicant a letter of approval in principle to complete the business plan. Before this, the applicant must sign a Business Performance Agreement (BPA).
The Manitoba Provincial Nominee Skilled Immigrant EOI scoring standard has a total score of 1000 points, and the scoring items include:
- Language (according to the individual points of the CLB level, 25 points can be added for the second language reaching CLB 5, and a maximum of 100 points can be added for the first language, for a total of 125 points);
- Age up to 75 points (between 21-45 years old);
- More than 4 years of work experience is 75 points (100 points can be added for a certificate of an occupation that requires registration in Manitoba, and the occupation nominated at the time of application needs to be related to the occupation);
- Education up to 125 points (Master or PhD);
- Adaptability up to 500 points (50 points for distant relatives or friends, 200 points for close relatives, 100 points for work or study experience in Manitoba);
