he Manitoba Skilled Migrant Offshore category does not require Manitoba work experience, but requires the ability to demonstrate ties to Manitoba through:
- A relative or friend in Manitoba;
- Manitoba study or work experience;
- Receive invitations to apply directly from MPNP as part of a strategic recruitment initiative.
- In addition, applicants also need to meet the 60-point scoring standard for the overseas category of skilled immigrants in Manitoba, and then enter the EOI of Manitoba to recalculate the points. MPNP will invite candidates based on their scores.

Manitoba Skilled Immigration Overseas Category New Deal
After the New Deal, the skilled immigration Manitoba Overseas Category (SWO) can be divided into the following two categories:
- Manitoba Express Entry Pathway for Manitoba EE
- Human Resources Human Capital Pathway
Manitoba Provincial Nominee Immigration Program SWO Manitoba EE Category
This category is for applicants whose occupations are on the Manitoba Shortage Occupation List, with relevant skills, training and work experience, and who have close family ties in Manitoba. In addition to meeting the MPNP application requirements, applicants must also meet federal EE requirements.
Application Requirements
- Register EE: Register EE and merge it into the pool, which can provide a valid EE ID and Job Seeker Validation Code;
- Work experience:
- The applicant has at least 6 months of work experience, and the occupation is on the Manitoba Shortage Occupation List;
- Applicants must submit a complete career plan;

- The applicant must demonstrate the ability and desire to live in Manitoba; and
- The applicant holds a valid invitation issued by the MPNP;
- Funding for Settlement: Applicants must demonstrate the minimum financial requirements for household expenses for a period of six months.
Manitoba Provincial Nominee Immigration Program SWO Manitoba Human Resources Category
This category is suitable for overseas skilled worker applicants with relevant skills, training and work experience whose occupation is on the Manitoba Shortage Occupation List.
Application Requirements
- Work experience:
- Applicants must have at least six months of full-time work experience to receive EOI and assessment scores;
- The applicant’s occupation must be on the Manitoba Shortage Occupation List;
- Applicants must submit a complete career plan;
- Language skill level:
- A regulated occupation with at least CLB/NCLC 7;
- Compulsory certification industry at least reach CLB/NCLC 6;
- A minimum of CLB/NCLC 5 in all other NOC 0, A, B occupations.
- Bonus points are also available for the second language reaching CLB/NCLC 5;
- Education:
- Applicants must have completed at least one post-secondary qualification (Canadian equivalent) of at least one year;
- The applicant works in an occupation requiring licensure or certification and must apply to a regulatory body for a qualification or skills assessment, or pass an examination by a regulatory body;
- Adaptability:
- The applicant must demonstrate the ability and desire to live in Manitoba; and
- The applicant must be sponsored by a relative who has lived in Manitoba for at least one year; or
- The applicant has completed post-secondary education in Manitoba in the past five years; or
- The applicant has Manitoba work experience in the past five years; or
- The applicant holds a valid invitation issued by the MPNP;
- The applicant’s spouse/common-law partner has a bachelor’s degree and the language reaches CLB/NCLC 5 and can also get adaptability bonus points;
- Age: no less than 18 years old when submitting the application, there is no maximum age limit, but no extra points will be awarded if you are over 45 years old;
- Funding for Settlement: Applicants must demonstrate the minimum financial requirements for household expenses for a period of six months.
