Ontario is one of Canada’s largest provinces, bordered by Quebec to the east, Manitoba to the west, and Minnesota, Michigan, Ohio, Pennsylvania and New York to the south.
Ontario is a large province composed of immigrants. Its population ranks first among all provinces in Canada. Its main cities include Ottawa, Waterloo, Windsor, Hamilton, etc. The provincial capital is Toronto. Ontario is also the province with the most universities in Canada.
Ontario Immigrant Nominee Program, or OINP for short, is what we often call Ontario Provincial Nomination.
The Ontario Provincial Nominee Program is designed to help Ontario meet labor market needs and economic development by nominating experienced and skilled applicants to build the province’s economy and help Ontario employers recruit and retain foreign workers. Applicants nominated by Ontario are eligible to apply to the Commonwealth of Canada for a permanent residence visa.
On April 28, 2021 Canadian time, the Ontario Immigrant Nominee Program (OINP) EOI system opened for the following categories of applications:
- Employer Job Offer: Foreign Worker stream
- Employer Job Offer: International Student stream
- Employer Job Offer: In-Demand Skills stream
- Masters Graduate stream
- PhD Graduate stream

Ontario Provincial Nominee Program EE Skilled Worker Category
This category is for applicants with work experience in a specific skilled trade in Ontario.
- Meet the Canadian Experience Class immigration requirements and successfully register for EE;
- When registering for EE, the intended place of residence is Ontario or all provinces and territories;
- Receive an invitation from Ontario through your IRCC online account;
- At least one year of full-time or equivalent part-time work experience in Ontario in the past two years, and the occupation must be a skilled occupation in group 633 or group 72, 73 or 82 in the NOC system;
- If you are engaged in an occupation in Ontario that requires a license or certificate, you need to provide a tradesman license or certificate issued by the Ontario Institute of Technology;
- Currently residing in Ontario and holding a valid work permit;
- A minimum level of CLB5 in English or French;
- Settlement funds to support all family members living in Ontario, whether accompanying or not, need to be counted;
- Intention to settle in Ontario.
Ontario Provincial Nominee Program EE Skills Priority Category
This category is suitable for skilled immigrant applicants who rely on academic qualifications, work experience, language skills, etc. to achieve the invitation score.。
Application Requirements
- Meet the federal skilled immigration or federal experience immigration requirements and successfully register for EE;
- When registering for EE, the intended place of residence is Ontario or all provinces and territories;
- Meet the OINP EE Skills Priority Category Invitation Score (same as the Federal EE CRS score);
- Received the Ontario Invitation (NOI) through the IRCC online account. When submitting the application, you need to choose whether you want to be reviewed according to FSW or CEC. If you choose FSW, you need to meet the federal skilled immigration score of 67;
- Work experience:
- FSW work experience: at least one year of continuous full-time paid work or equivalent part-time work experience in the past five years, and the occupational category belongs to NOC 0, A, B (volunteer and unpaid internship work are not included, in Canada and overseas work ok);
- CEC work experience: accumulated full-time paid work or equivalent part-time work experience in Canada for at least one year in the past three years, and the occupation category belongs to NOC 0, A, B (must have legal status during work in Canada, volunteer work, Unpaid internship work and work experience during self-employment or study do not count);
- The education is at the bachelor’s degree or above, and the overseas education needs to be certified by Canada;
- English or French proficiency at least CLB7, the score is valid for two years;
- Have funds to support all family members living in Ontario, whether accompanying or not;
- Intention to settle in Ontario.
Work experience: Full-time work experience means at least 30 hours per week and at least 1,560 hours a year in a continuous paid job; part-time work means at least 15 hours per week and at least 1,560 hours in two years in a continuous paid job, Or at least 30 hours per week and at least 1560 hours a year in multiple paid jobs.
Ontario Provincial Nominee Program EE French Priority Category
This category is for applicants who speak French and have strong English skills.
Application Requirements
- Meet the federal skilled immigration or federal experience immigration requirements and successfully register for EE;
- When registering for EE, the intended place of residence is Ontario or all provinces and territories;
- Work experience:
- FSW work experience: at least one year of continuous full-time paid work or equivalent part-time work in the past five years, and the occupation category belongs to NOC 0, A, and B;
- CEC work experience: full-time paid work or equivalent part-time work accumulated for at least one year in the past three years, and the occupation category belongs to NOC 0, A, B (Canadian work experience must be authorized, and work experience during self-employment or study does not count inside);
- The education is at the bachelor’s degree or above, and a Canadian qualification certificate is required;
- French proficiency at least CLB7, English proficiency at least CLB6;
- At present, it is also necessary to meet the OINP EE French preference category invitation score (same as the federal EE CRS score);
- Settlement funds to support all family members living in Ontario, whether accompanying or not, need to be counted;
- Intention to settle in Ontario.
Ontario Provincial Nominee Program Master Graduate Category
This category is for graduates with a master’s degree in Ontario who can apply without a job offer.
Application Requirements
- Submit an Ontario EOI and receive an invitation to apply;
- Earn a master’s degree through at least one academic year of full-time study at an eligible Ontario educational institution;
- English or French proficiency at least CLB7;
- Prove that you have lived in Ontario for at least 1 cumulative year in the 2 years prior to submitting your application;
- Meet the financial requirements to settle in Ontario;
- Intention to live and work in Ontario;
- When submitting the application, you must legally reside in Ontario or outside Canada with a study permit, work permit, visit permit, etc., but not in other parts of Canada outside Ontario;
- Applications must be submitted within 2 years of obtaining the master’s degree.
Ontario Provincial Nominee Program Doctor Graduate Category
This category is for applicants who have obtained a PhD in Ontario and can apply without a job offer.
Application Requirements
- Submit an Ontario EOI and receive an invitation to apply;
- Completion of at least two years of study at a qualified educational institution in Ontario to earn a doctorate;
- Prove that you have lived in Ontario for at least 1 cumulative year in the 2 years prior to submitting your application;
- Meet the financial requirements to settle in Ontario;
- When submitting the application, you must legally reside in Ontario or outside Canada with a study permit, work permit, visit permit, etc., but not in other parts of Canada outside Ontario;
- Applications must be submitted within 2 years of the doctoral degree.
Ontario Provincial Nominee Program Employer Sponsored Skills Shortage Category
This category is for foreign workers with in-demand skills and working in agriculture and construction, and applicants need to hold a job offer from an Ontario employer.
Application Requirements
- Hold a long-term full-time job offer provided by an Ontario employer, and the occupation is a qualified occupation in nursing, agriculture or construction, the position provided must be required by the employer, and the salary level meets the median industry standard in the region, such as the applicant Are working for the employer in the position, the salary in the job offer must be equal to or higher than the current salary level, and the position provided must be urgently needed by the employer;

OINP Employer Sponsorship Category Employer Requirements
OINP has three employer sponsorship categories: international students, foreign workers, and in-demand skills. Employers who provide job offers must meet the following conditions.
- Applicants and/or their family members cannot be the employer who made the offer, or hold shares in the employer’s business, unless the shares are acquired as part of remuneration and do not hold more than 10% of the shares;
- The employer has been actively operating a business in Ontario for at least three years;
- Have a place of business in Ontario where the applicant will work;
- Comply with Ontrio Employment Standards Act and Occupational Health and Safety Act;
- Evidence that sufficient effort has been made to recruit Canadian citizens or permanent residents before the position is offered to the applicant, but the vacancy cannot be filled (applicable only if the applicant is currently residing outside Canada or working outside Ontario);
- Employers in the Greater Toronto Area must meet the following requirements:
- Annual pre-tax turnover of at least $1 million in the most recent fiscal year; and
- 5 full-time employees who are Canadian citizens or permanent residents at the business premises where the applicant will work;
- Employers outside the Greater Toronto Area are required to:
- Annual pre-tax turnover of at least $500,000 in the most recent fiscal year; and
- 3 full-time employees who are Canadian citizens or permanent residents at the business premises where the applicant will work.

Application procedure:
EE Category Application Procedure
- Create an online account in the IRCC EE system, obtain the EE Profile Number and Job Seeker Validation Code, choose the immigration destination as Ontario or all provinces and territories, and meet the application conditions for one of the federal skilled immigration or Canadian experience immigration;
- The OINP screens eligible applicants in the EE candidate pool, and the selected applicants will be invited by Ontario in the IRCC online account;
- Submit a provincial nomination application to Ontario through OINP e-Filing Portal within 45 days after receiving the Ontario Invitation of Intent (NOI), pay an application fee of $1,500, and OINP will evaluate the application;
- Once Ontario approves the application, the applicant will receive an Ontario nomination letter, and the applicant needs to accept the nomination in the EE system within 30 days, and the CRS will receive 600 points;
- Submit a permanent residence visa application to IRCC within 90 days of receiving an invitation to apply for a visa from IRCC.
Employer Sponsorship and Application Process for Masters and PhD Graduates
- Create an account at OINP e-Filing Portal;
- Register for EOI, OINP ranks according to the score;
- Receive an invitation from Ontario to submit a provincial nomination application through the OINP e-Filing Portal within 14 days;
- The provincial nomination is approved, and the OINP emails the applicant a nomination letter and a work permit support letter;
- Submit a PR visa application to IRCC within 60 days;
- Approved to sign.
- EE category and graduate category: 1500 Canadian dollars
- Employer Sponsored Category: $2,000 in the Greater Toronto Area, $1,500 in the Greater Toronto Area
