Saskatchewan Immigrant Nominee Program

The Province of Saskatchewan (Saskatchewan), abbreviated as the Province of Saskatchewan or the Province of Sand, abbreviated as SK. The name Saskatchewan is thought to have been coined by early Native Americans, referring to the fast-flowing rivers that run through the territory. Saskatchewan was created in 1905 as the Prairie Provinces, along with the neighboring provinces of Alberta and Manitoba. Saskatchewan has long been known for its agricultural and livestock production, and is an important breadbasket of Canada.

The Saskatchewan Nominee Program (SINP), one of the fastest ways to immigrate to Canada, was established on the basis of negotiations between the federal and provincial governments. Saskatchewan’s provincial nomination program is a priority category and takes longer to apply than other immigration categories.

On July 10, 2018 (Saskatsa time), SINP suddenly announced the implementation of EOI high selection from July 16, 2018. Since then, skilled immigrants in Saskatsa have ended the history of having to grab quotas. The current scoring system in Saskatsu is 110 points out of 10, with 60 points for passing, including 30 points for employers and 20 points for relatives in Saskatsu.



Saskatchewan International Skilled Workers Category EE

This category is available to applicants who have met a federal 67 to enter the EE pool, no employer offer required, and an IELTS of at least four sixes.

Application Requirements

  • • Successfully created EE, entered the EE candidate pool, and obtained the EE account number (Express Entry profile Number) and Job Seeker Validation Code;
  • • Obtain at least 60 points out of 110 on the SINP Saskatchewan Skilled Immigration Scale;
  • • Satisfy the federal EE language requirements, i.e. at least 4 6s in IELTS;
  • • Complete at least one year of higher education, training or apprenticeship that matches the Canadian education system, and obtain a diploma, certificate or degree. Applicants for overseas qualifications must pass the ECA qualification certification of a designated institution;
  • • Have high-skilled work experience, and the occupation is not on the Saskatchewan Excluded Occupation List, the occupation is related to the major, the occupation category is NOC 0, A, B, and the following work experience requirements are met:
    • o Professional technical work: at least one year of work experience in the past ten years; or
    • Trade work: at least two years of work experience in the past five years; or
    • All jobs: At least 1 year of Canadian work experience in the past 3 years;
  • If the applicant’s occupation is a regulated occupation in Saskatchewan, the applicant must first be certified by Saskatchewan before submitting an immigration application;
  • Have adequate settlement funds and settlement plans.


13. Saskatchewan International Skilled Worker OID Category

This category is suitable for applicants who do not have a job offer in Saskatchewan, but whose occupation is in high demand in Saskatchewan, and the applicant does not have to achieve 4 6s in IELTS.

Application Requirements

  • The applicant may reside outside Canada or legally reside in Canada, not a refugee;
  • Obtain at least 60 points on the SINP scale;
  • Have a language score of at least CLB 4;
  • Complete higher education, training or apprenticeships that match the Canadian education system, and obtain a diploma, certificate or degree. Applicants for overseas qualifications must pass ECA qualification certification from a designated institution;
  • Have high-skilled work experience, and the occupation is not on the list of excluded occupations in Saskatchewan, the occupation is related to the profession, the occupation category is NOC 0, A, B, and at least one year of full-time paid work experience in the past ten years;
  • If the applicant’s occupation is a regulated occupation in Saskatchewan, the applicant must first be certified by Saskatchewan before submitting an immigration application;
  • Have adequate settlement funds and settlement plans.


Saskatchewan International Skilled Worker Employer Sponsorship Category

This category is for applicants who hold a skilled occupation job offer in Saskatchewan and meet the other application requirements of this category.

Application Requirements

  • • At least 60 points on the SINP scoring scale;
  • • At least one year of relevant work experience in the past ten years;
  • At least CLB 4 language level, employers and occupational regulators may require higher language scores;
  • Proof of a Saskatchewan license if the intended occupation is a regulated occupation or the compulsory apprentice trade category;
  • Holders of a long-term, full-time job offer in Saskatchewan need a valid SINP Job Approval Letter (JAL) to prove that the job is in NOC 0, A, B or designated skilled trades in Saskatchewan.


11. Saskatchewan Hard-to-Fill Technology Pilot Project

In December 2021, Saskatchewan launched a new immigration pilot program, the Hard-to-Fill Skills Pilot, which is suitable for low- and medium-skilled skilled workers in highly in-demand occupations. Applicants need to hold Local job offer in Saskatchewan and meet the corresponding application conditions.

Application Requirements

  • • At least one year of full-time work experience in the past three years (in an occupation to be undertaken in Saskatchewan); or six months of full-time work experience in Saskatchewan (780 hours);
  • English language proficiency of at least CLB 4, some employers or regulatory agencies may require a score higher than CLB 4;

Saskatchewan Tech Talent Pathway

On March 7, 2022, Saskatchewan launched a new provincial nomination program, Tech Talent Pathway. This category is suitable for skilled workers with high-skilled technology and working in innovative industries. Applicants must have jobs provided by Saskatchewan employers. offer.

Application Requirements

  • In the past five years, have at least one year of work experience in a designated occupation, or have worked full-time in Saskatchewan for an employer with a designated occupation job offer (sponsoring a provincially nominated employer) for at least six months;
  • If the applicant is not currently working for an employer in Saskatchewan, the language must meet CLB 5, if the applicant is currently working for a Saskatchewan employer, the language proficiency must meet the employer’s work requirements, and EE category applicants must meet the language CLB 7 minimum Level;

Saskatchewan Nominee Program Experience Category

This category is for foreign workers already living and working in Saskatchewan, and there are six subcategories under this category.

1. Skilled workers with existing work permits

This category is for applicants who hold a valid work permit and have worked in Saskatchewan for at least six months. Applicants must meet the following application requirements:

  • Hold a long-term full-time job offer from an employer in Saskatchewan, and the occupation category is NOC 0, A, B or designated skilled trades;
  • hold a valid SINP Job Approval Letter (JAL), and;
  • Hold a valid work permit issued by IRCC and have worked for the employer for more than 6 months, and the work undertaken in the past 6 months must be the same as the position offered by the job offer;
  • If the position of the job offer belongs to the NOC category C, at least the language level of CLB 4;
  • If the occupation is a regulated occupation in Saskatchewan and a compulsory certification occupation, you need to prove that you have a certification in Saskatchewan.

2. Semi-skilled agricultural workers on existing work permits

This category is for applicants who have worked in Saskatchewan for at least six months as a semi-skilled tradesperson, in jobs including farm workers or nursery and greenhouse workers. Applicants must meet the following application requirements:

  • Hold a long-term, full-time job offer from a Saskatchewan employer in one of the following occupations:
  • NOC 8431 General farm worker
  • NOC 8432 Nursery and greenhouse workers
  • hold a valid SINP Job Approval Letter (JAL); and
  • Hold a valid work permit issued by IRCC to work for the employer who provided the job offer for more than six months, and the occupation of the job offer must be the same as the occupation that has been engaged in the past six months;
  • The applicant’s work permit must fall into one of the following categories:
    • seasonal agricultural worker category;
    • Canadian foreign experience worker category;
    • Temporary foreign worker category;
  • High school degree or above, certified by Canadian equivalent;
  • If the occupation of the job offer falls under NOC C, a language level of at least CLB 4 is required.

3. Health Professionals

This category is for doctors, nurses or other health professionals who have worked in Saskatchewan on a temporary work permit for at least six months. Applicants must meet the following application requirements:

Doctor

  • Hold a valid work permit issued by IRCC;
  • Have worked as a doctor in Saskatchewan for at least 6 months;
  • Hold a long-term, full-time job offer from a provincial health authority or a health education institution currently working, and/or provide proof of the applicant’s long-term medical work arrangement in a Saskatchewan medical institution, including:
    • a business plan or contract;
    • partnership agreement; or
    • other documents describing the work;
  • Possess a valid SINP Job Approval Letter (JAL);
  • The SINP will also ask the Society of Physicians and Surgeons of Saskatchewan (CoPSS) to issue a letter of support stating the applicant’s license type and validity period, and that the CoPSS supports the applicant to become a permanent resident of Saskatchewan;
  • The SINP may also request a letter from the Royal Canadian Society of Physicians and Surgeons stating that the applicant is licensed in a specialty area.

Nurse

  • This category is for a licensed nurse practitioner (LPN), psychiatric nurse or registered nurse (RN) with educational and professional qualifications;
  • Hold a valid work permit issued by IRCC;
  • Have worked as a nurse in Saskatchewan for at least six months;
  • Receive long-term full-time job offers from:
    • Saskatchewan Department of Health;
    • Saskatchewan Cancer Institute;
    • Employers of other publicly funded health facilities (those not covered by the Nurses Collective Agreement will be considered separately);
  • Possess a valid SINP Job Approval Letter (JAL);
  • • The SINP will confirm with the appropriate certifying agency whether the applicant holds an unrestricted license to work in Saskatchewan.

other health professionals

  • Currently working in health work provided by a specific regional health agency, licensing agency or other employer in an occupation classified as NOC 0, A, B or C;
  • Possess at least one year of higher education or vocational training;
  • Hold a valid work permit issued by IRCC;
  • Work in approved health work in Saskatchewan for at least six months for the employer who made the job offer, in the same job position as the job offer;
  • Receive long-term full-time job offers from:
    • Saskatchewan Department of Health;
    • Saskatchewan Cancer Institute;
    • Employers of other publicly funded health facilities (those not covered by the Nurses Collective Agreement will be considered separately);
  • Possess a valid SINP Job Approval Letter (JAL);
  • If the job is in NOC C category, the language needs to be at a minimum CLB4;
  • If you are working in a regulated occupation in Saskatchewan, you need to prove that you have passed the certification of Saskatchewan;
  • The SINP will also require a letter of support from the appropriate accreditation body, as well as a letter of support from the employer, stating that the occupation has been advertised in accordance with the relevant collective agreement but is still vacant.

4. Food service staff

This category is for applicants who are currently holding a short-term work permit and have worked for a SINP approved employer in the catering industry for at least six months. Applicants must meet the following conditions:

  • Hold a valid work permit issued by IRCC through a Labour Market Impact Assessment (LMIA) for the following occupations:
  • 6513 Food/Beverage Waiters
  • 6711 Food Counter Waiter/Cook
  • 6731 Finishing/Cleaning Staff
  • Completion of at least 12 years of basic education (or equivalent);
  • Work for an employer authorized by the SINP to participate in a hospitality project;
  • Have worked in Saskatchewan for at least six months (960 hours) and are competent in a job offered by an employer;
  • Hold a long-term full-time job offer from a Saskatchewan-approved hospitality industry employer;
  • The language requirement is at least CLB4 or higher in English;
  • Possess a valid SINP Job Approval Letter (JAL).

5. Long-haul truck driver

This category is for applicants currently holding a short-term work permit to work for a Saskatchewan-approved transportation company, subject to the following conditions:

  • Work for a Saskatchewan-approved trucking company for at least six months on a temporary work permit issued by IRCC, which must be based on a positive Labour Market Impact Assessment (LMIA);
  • Possess a current Saskatchewan Class 1A driver’s license;
  • A full-time permanent job offer from a Saskatchewan-approved trucking company;
  • The language requirement is at least CLB 4 or higher in English;
  • Possess a valid SINP Job Approval Letter (JAL).

6. Category of International Students

This category is suitable for international students who graduated from recognized Canadian higher education institutions. If they can meet the application requirements of other categories, international students can also apply for Saskatchewan nomination through other categories.

Saskatchewan graduates must meet the following application requirements

  • Graduated from an accredited Saskatchewan post-secondary institution with a degree, diploma or degree;
  • At least six months (or 960 hours) of paid employment in Saskatchewan. Eligible Saskatchewan work experience includes: on-campus, off-campus, co-op programs, graduate scholarship programs verifiable by educational institutions, and work on a graduate work permit experience;

  • Have applied for and obtained a valid Graduate Work Permit issued by IRCC;
  • After graduation, hold a graduate work permit to work in Saskatchewan for at least six consecutive months (at least 960 hours);
  • Obtain a long-term full-time job offer related to the applicant’s major from an employer in Saskatchewan, and the occupation belongs to NOC 0, A, B or designated skilled occupation;
  • Hold a valid SINP Job Approval Letter;
  • If the job category is NOC C, a language level of at least CLB 4 is required.

Requirements for SINP Employer Sponsored Immigrants to Obtain JAL

It is not difficult to see from the above application conditions that the Employer Guarantee Program requires applicants to hold a valid SINP Job Approval Letter (JAL), and the SINP JAL is obtained through a Saskatchewan employer.

SINP JAL is a pre-approval letter of authorization for employers to hire foreign workers through SINP. Once approved by the employer service department, employers can provide JAL to foreign workers for SINP provincial nomination applications.

  • Employers must submit an online application to apply for SINP job approval by following these steps:
  • Submit job approval forms for each category of positions proposed to be offered to foreign workers;
  • Provide a job description for the position, identifying duties and responsibilities
  • Outline the qualifications, skills, knowledge, abilities, languages and salary required for the position.
  • Jobs submitted by employers must meet the following requirements:
  • Meet the regional median wage;
  • Meet the national occupational classification required by the applicable category (e.g. skilled worker positions must be in a highly skilled NOC 0, A or B; meet the SINP Saskatchewan Experience category application criteria; or a designated skilled trade in Saskatchewan);
  • Applicants from designated trades such as hair stylists, nail technicians and beauticians, who are currently working in Saskatchewan and meet all licensing standards specified by the Saskatchewan Apprenticeship and Trades Certification Council (SATCC) designated trades and the SINP Saskatchewan Experience Class The application standard can be submitted through the SINP;
  • The position is a full-time permanent job (minimum 30 hours per week);
  • The place of work is in Saskatchewan.

Explanation of SINP Scoring Criteria

  1. The total score of the OID category and the EE category is 110 points, and the pass points are 60 points. However, if you apply for the EE category, in addition to reaching the 60 points of the SINP, you must also meet the federal 67 points.

Saskatchewan Nominee Program Application Procedure

  1. Create an account in the IRCC EE system, once the applicant is accepted into the candidate pool, you will receive an EE account number (Express Entry profile Number) and a Job Seeker Validation Code (Job Seeker Validation Code); (applicable to EE category only)
  2. Prepare all required documents and complete all provincial nomination and federally required forms;
  3. Check and organize all completed forms and supporting documents to ensure the integrity of the application materials;
  4. Apply on SINP Apply Online: If the applicant receives an Invitation to Apply (ITA) as an EOI candidate, he needs to log in with the same EOI account; if he applies under the sponsorship of an employer, he needs to create an account;
  5. Complete the filling in each part, scan and upload all completed forms and required documents in PDF format, and keep the originals;
  6. Save, pay the application fee (only for skilled immigration EE and OID categories), and submit the application;
  7. After the SINP receives the applicant’s complete application, the applicant’s situation will be reviewed according to the eligibility criteria;
  8. Once the SINP receives the applicant’s application, it will send a letter of acceptance by email. Note that the application number will not change, and the applicant can use this application number for document submission or query operations during the review process;
  9. If the SINP has questions about missing documents and/or the outcome of the hearing, the applicant will be contacted by email;
  10. If the applicant does not pass the provincial nomination, he can re-submit the application after his own situation changes and meets the conditions; if the applicant passes the provincial nomination, he will enter the federal stage to apply for a permanent residence visa;
  11. The SINP will enter the details of the applicant’s nomination in the EE system, and IRCC will ask the applicant to confirm the acceptance of the SINP’s nomination. The applicant has 30 days to accept the nomination in the EE system; after accepting the SINP nomination, IRCC will invite the applicant To apply for a permanent residence visa, the applicant must submit the application within 60 days; IRCC will send the applicant a medical examination guide, which may require the applicant to supplement materials or conduct an interview; if the applicant meets the requirements, IRCC will send the applicant and 12. The Saskatchewan Provincial Nominee Skilled Immigrant EE category and OID category need to pay an application fee of CAD 350, and no application fee is required for other projects.

Temporary work permit (required for experience-based immigrants)

Job offer

Applicants must have a full-time long-term employment letter from an employer in Saskatchewan. The occupation category is NOC 0, A, B or a designated industry in Saskatchewan. The salary and working conditions must meet the Canadian occupational standards.


Employer Letter:

  • Provide the applicant’s place of employment in Saskatchewan (e.g. town/city);

Language proof

  • Provide language test scores from designated language testing institutions;
  • Applicants must have a language level of CLB4 or above in English and/or French;
  • The language score must be within two years at the time of submitting the application;
  • Acceptable language tests include IELTS G (at least 4.5 in listening, 3.5 in reading, 4 in writing, and 4 in speaking), CELPIP (at least 4 in each of listening, reading, writing and speaking), French TEF (at least 145 in listening, 145 in reading, and 4 in speaking) 121, write 181, speak 181).

Education/training certificate (if applicable)

To receive education or training credits, the following documents are required:

  • Educational or skills certificate, degree or diploma; if applicable, provide an official copy of the transcript; the above material can reflect the applicant’s school and course of study;
  • Professional designation, professional license and/or professional association membership; and
  • Apprenticeship certification or equivalent (to verify and match the Canadian education system curriculum), which must include details of the program structure, curriculum, length, and management or supervisory authority.

Proof of work experience

For skilled immigrant occupations in short supply and employer offers, proof of at least one year of paid work experience in related occupations in the last ten years is required. Applicants are required to provide work reference letters to prove their work experience.

Experienced immigrants need to provide proof that they have held a valid work permit in Saskatchewan for six months in the same job as the offer for the Saskatchewan employer who made the job offer. Applicants will need to provide a copy of a work reference or pay stub to prove their work experience.

Letters of recommendation required:

  • Issued by the boss or HR department;

  • Indicate the applicant’s job title and working hours;
  • Indicate key job duties/responsibility;
  • If the job is not full-time, indicate the number of hours worked per week;

  • If the applicant intends to work in a regulated or certified occupation in Saskatchewan, they must demonstrate that they have passed the occupational certification in Saskatchewan and submit a certification report with the application;

A copy of the pay stub is required for:

  • Indicate the name of the employer;
  • The applicant’s position;
  • Hours worked; and/or
  • work records.

Identity and civil identity documents

  • Birth certificate (listing both parents) of:
  • The main applicant;
  • Spouse or common-law partner (if applicable);
  • Each child, including those not travelling to Canada;
  • If the applicant is married or widowed, provide:
    • marriage certificate, and/or;
    • Death certificate of previous spouse (if applicable);
    • In the case of a common-law partnership, provide:
    • IMM 5409 Declaration of Common-Law Union; and
    • Proof of a common-law relationship for at least one year (e.g. a joint account from a bank or financial institution showing a bank, trust, credit union, or charge card; a copy of a joint lease or mortgage document signed by the principal applicant; a copy of proof of common property other than a residence) ; copies of bills or receipts issued to both primary and secondary applicants; copies of life insurance in which the other is the beneficiary; etc.);
  • If the applicant is in a divorced state, provide:
    • supporting documentation of child custody (if applicable);
  • Adoption documents of the adopted child (if applicable);
  • Adoption documents of the adopted child (if applicable);
  • If you have minor children, whether accompanying or not, you must provide:
    • A letter from the other parent stating that the principal applicant intends to immigrate to Canada, with no unresolved child custody or child support issues;
    • Prove that the applicant has custody of the minor children and that the immigration of the children is lawful (if applicable);
  • If you have minor children not accompanying you, you must provide:
    • the child’s name, age and contact details (mailing and email addresses, telephone numbers);
    • Detailed reasons for each child’s absence, and supporting documents (eg legal separation).

Passport

During the immigration process, the passports of the main applicant, spouse or common-law partner, and accompanying children must remain valid, and a copy of the passport must be provided to indicate the passport number, date of issuance, validity period, passport photo, name and place of birth; if the applicant currently lives in In a country different from nationality, a copy of the visa of the current country of residence is required.

No criminal record (if applicable)

If the applicant or any dependents over the age of 18 have ever committed or been convicted of a crime, a police report in the country or the country where the crime was committed and the country of current residence must be issued. Evidence of rehabilitation is required in addition to the police report.



List of Occupations Not Eligible for Saskatchewan Nominee Program

On September 16, 2019, the Immigration Bureau of Saskatchewan changed the list of occupations in short supply required by the previous skilled immigration EE and OID categories to the list of non-applicable occupations. Overall, the scope of occupations has been expanded, such as 217X series occupations, 1123 market , 4011 college teachers and other popular occupations did not appear on the list, which means that skilled immigrants in Saskatchewan opened the door to more occupational categories.

7242 Industrial Electrician and 7243 Power System Electrician are not designated trades in Saskatchewan. To work as an electrician in Saskatchewan, applicants must meet the certification requirements of 7241 Electrician and the Saskatchewan Construction Electrician industry category.

Contractor and supervisor positions are not designated trades and cannot be certified by SATCC . Actual tradesman training and trades hours for specific industries will be assessed by the SATCC . The SINP will verify the applicant’s work experience as a contractor or supervisor.
